Rare Elbo can sconces by Pipe Line of SF, CA. Patented in 1969 and produced around that time. They hang via 2 screws in back and can be positioned up or down. 

Both have wear from age, but brand new 6' cords with easy access switches. Uses 40W G16 1/2 Bulbs shown in last photo.
